


Warrants
Permanent warrants will only be set by the Hall of Sitters in conjunction with the Gaidin Council or the Valon Guard Council. A criminal earning a permanent warrant will be informed of their permanent wanted status.
The White Tower, Gaidins and Valon Guards reserves the right to warrant for the reasons above, but this does not make the warranting a given, except for obvious cases like being a Darkfriend or a Male Channeler. For the most part, the warranting will be up to the individual Aes Sedai, Gaidin or Valon Guard.
There are three ways to earn a pardon for a warrant or Banishment Order.
Justice is considered served only when a repentant criminal approaches a Valon or Aes Sedai or Gaidin asking for forgiveness and justice, not when a Valon or Gaidin or Aes Sedai expends energy and resources in hunting said criminal to the ends of the earth, forcing them to pay for their crimes.
The White Tower has pardoning jurisdiction over the following crimes:
Tar Valon will always hear objections to warrants, provided they go through proper channels.
If the crime falls into any of those 7 jurisdictions, then the appeal must be made to the White Tower via the Hall of Sitters. All other matters fall under the Valon Guards jurisdiction.
Attempting to garner public support against Tar Valon because of the warrant instead of appealing through proper channels will validate the original warrant and void the criminal's right to further objection via the Valon Council, the Hall of Sitters or the Amyrlin Seat. Tar Valon will not be bullied into compliance by public, uninformed sentiment.
Should the need arise, the White Tower and Valon Guard reserves the right to amend any laws as they see fit in the best interest of the Tar Valon.
